The Pennsylvania State Police Megan's Law Registry covers people who meet statutory registration requirements. It does not record everyone released from BCCF, a state correctional institution, BOP custody, or ICE detention. A registry record can show that a covered person is reported in the community, but it does not establish the exact jail or prison departure time.
Use the registry as one narrow post-custody channel. BCCF owns its physical release or transfer entry. PA DOC holds state-prison and parole records. Courts hold the legal case and sentence. The registry holds public registration information for qualifying people. Each source should be described only within its assigned scope.

Confirm a Registry Match
Use the official Pennsylvania Megan's Law website. Search by name or geography, then compare every available identifier. Similar names and changing public information make a single field unsafe as a match.
- Choose the official name or geographic search that fits the known facts.
- Enter the most accurate spelling and narrow location only when supported.
- Compare aliases, physical descriptors, photograph, public offense information, and registration details.
- Record the page's update context. Do not use a registry address as the physical release timestamp.
- Confirm the actual custody event with BCCF, PA DOC, BOP, or ICE according to the last custodian.

Pennsylvania Registry Record Source
The Pennsylvania State Police operates the registry under Pennsylvania's statutory scheme. Sections 9799.16 and 9799.28 of Title 42 address specified registration information and public website access. Those laws explain why qualifying records and photographs may be public. They do not convert the registry into a county jail archive.

Corrections to a registry record should go through the official state process. A BCCF release-time error belongs with Bedford County. A DOC status error belongs with DOC. Routing the issue to the agency that owns the disputed field avoids mixing unrelated records.
Registry Is Not Custody
The Pennsylvania Megan's Law Registry is a public registration system. It has no cells, releases, transfers, jail roster, or prison population. People may appear while living in the community because the law requires registration. Others in the community after release will not appear because no registration duty applies.
That distinction protects against two opposite errors. A match must not be treated as current incarceration. A miss must not be treated as proof of continued custody, no prior custody, or no community release. Search the actual custodian for those questions.
Pennsylvania Registry Release Clues
A qualifying public record may show aliases, descriptors, a photograph, public offense or registration information, and location-related fields. Availability depends on the statutory record and current public interface. Read each field under its label and avoid inferring facts the page does not state.

A dated registry photograph is not automatically the booking image from BCCF or the identification portrait from PA DOC. Those images arise from different agencies, dates, and legal purposes. Label the source whenever an image is discussed.
Bedford Registry Search Limits
Most released people are not required to register. A duty may also change or end under law, and public fields may be updated. Therefore, nonappearance is inherently inconclusive. Search BCCF records and PA SAVIN for a county-jail event, the DOC locator for state custody or parole, BOP for federal prison, and ICE for immigration detention.

A community address can change after it is reported. Confirm time-sensitive information with the proper official channel. The registry should never be made to answer a release-date question that its fields were not designed to answer.
Prove the Bedford Release Event
For a BCCF release, use the county custody or release entry, PA SAVIN event, and UJS docket. Ask whether the final BCCF movement was community release or transfer. The destination is crucial. A person could leave BCCF for an SCI, another county, federal authorities, treatment, or ICE.
For a state-prison release, use the PA DOC supervised-individual locator, Board Action, and DOC records. Parole indicates release from the institution while state supervision continues. For a federal event, BOP's Released or Not in BOP custody wording remains limited to federal prison control.

Registry Photos and BCCF Records
A registry photograph may help identify a legally covered person. It does not prove conviction on a different case, present custody, or the date of release. A BCCF booking photograph, if retained and public after a record-specific review, should be requested from Bedford County for the exact booking.
Pennsylvania's open-records analysis is record-specific. No universal rule was verified that makes every booking photograph public. Sealing, limited access, juvenile law, privacy, security, criminal-investigation exemptions, and court orders may restrict disclosure. The agency must address the particular request and explain any denial or redaction.
Commercial copies can be stale, mismatched, or detached from the later case outcome. Use official records to resolve identity and status. Do not treat an old image as a current custody signal.

Correct a Registry Record
When official fields appear wrong, identify the exact record owner and the disputed fact. Pennsylvania State Police controls the registry channel. Bedford County controls a BCCF booking or release entry. PA DOC controls state-prison and state-parole data. A correction request should include the record link or identifier, the specific error, and reliable documentation.
A court order sealing, expunging, or limiting access changes public availability under its terms. It does not create a release record, and it may not erase copies that were lawfully made before the order. Do not rebuild protected information from caches or commercial pages. Use the current official source and respect access limits.
If the issue is mistaken identity, compare aliases, birth information where lawfully available, descriptors, photographs, docket identifiers, and agency numbers. Similar names alone are insufficient. The correction should be directed to the agency whose field is wrong, while any conclusion about release should remain tied to the actual custodian.
Route Registry Record Corrections
The Bedford County Clerk can address the public court file, and the county open-records officer can receive a specific request for existing BCCF entries. Neither office controls the state registry. When a registry page and custody record use different dates, determine whether one is a registration update and the other is a physical release.
A registry search should stay purpose-neutral. It may help verify official information about a known person or support a lawful court process. The record can be incomplete or later corrected. Confirm material facts with the office that created them.
