Coverage must be read by source. A BCCF event reports what happened to county custody. A state-prison or parole event concerns PA DOC and state supervision. Neither record settles federal BOP or ICE custody. SAVIN can report release, escape, recapture, and movement to another location. A transfer alert means the person changed custodians or locations, not that the person went home.

Start with enough identity data to avoid a namesake. The research path uses the Pennsylvania state page and its prompt for an offender located in Pennsylvania. Search results can change as a participating agency sends new data, so record the visible timestamp with the status. Never rely on a name match alone.

1. Open VINELink and select Pennsylvania.
2. Choose the option stating, “I'm searching for An Offender located in Pennsylvania whose Name is.”
3. Enter the first and last name. Use an offender ID or facility filter when the interface offers it.
4. Compare the ID, facility, and other displayed identifiers before opening a record.
5. Write down the exact custody-status words, event label, source facility, and update time.
6. If the result conflicts with known facts, call the reporting facility and keep both timestamps.

A missing result may reflect spelling, a delayed source update, the wrong custody system, or a record outside the current search scope. It does not prove that no booking or release happened. Telephone registration is available at 1-866-972-7284, also written as 1-866-9PA-SAVIN. Follow the prompts to search for the person and select a PIN. TTY access is available at 1-866-847-1298. The service operates around the clock. These contacts support the statewide SAVIN service, not direct access to BCCF's official record.

In the mobile app, choose Pennsylvania, select Search for Someone, enter the name, open the right record, choose Get Notified, add methods, and set the PIN. Bedford County did not have a separate verified sheriff or corrections release app in the official sweep. The statewide app should not be described as a county roster.

Why Bedford Release Alerts Matter

PA SAVIN is especially important in Bedford County because BCCF does not publish a roster, 24-hour release list, or 72-hour release list. When the status is unclear, ask for the existing release or transfer entry rather than asking staff to infer what happened. That record can identify the event type and destination without turning the notification system into proof it was never designed to provide.

PA SAVIN also covers state prison and state parole, but those records remain state matters. A Bedford County conviction can result in custody at an SCI outside the county. Bedford VINELink Search Limits

The named source reports that its custody ended. Other custody or supervision may still exist.

Transfer

The person moved to another facility or authority and did not necessarily enter the community.

Parole

The person left confinement under conditions while the state sentence continues under supervision.

Discharge

The relevant sentence and supervision have ended, which is not the same as one facility's release alert.
